I wouldnt say its an issue. I think this is part of the whole design where passage of time affects quests and npc's in the world. You simply might have missed it. It might show up again after a while or not.
Which is a problem in the quest design when nothing about the interactions clued me in to talk to the girl again.
For example: I got the tomes for Logistician (Kenndrick) and Forager (Malcolm) shortly after doing the 'Heel of History' Quest. Not immediately after ending the quest, mind you, they walked up to me after a minute or two while I was searching the archive room for stuff and gave me the tomes.
Later on I got the Forager tome again, this time from the the girl in the slums (Daphne) some time after doing 'The gift of giving'. Again, it wasn't part of the quest reward, she just walked up to me later to give it to me.
So maybe lots of NPC's have those tomes at the ready, in case some dashing Arisen comes along and decides to get better aquainted?
My only suggestion is to walk around the area, see if there's any other quest that requires an NPC to interrupt you, and if not and she's wandering, she might give it up since nothing else is queueing for your attention.
you cannot select the previous specialization again
So, think before u use, otherwise u need a NG+
