You sure are fast to state "bugs" when you haven't tried doing the same thing ^^

if the quest doesn't update, then there's no feedback that it progressed from the current step to another stage / cycle of the "wait 3 days". It's not obvious that the next step would be to wait another 3 days. Rather, the impression is that nothing happened...
I can be fast, but i can also try some things in games for myself without having to ask or complain and figure it out myself instead of giving up after a minute
Pointing out that something is thought to be bugged isn't complaining. It's providing feedback to devs who hopefully want to address it if that's the case. (I would.) I found this thread for the same reason: the quest seemed stuck since the quest log didn't update from the initial prompt. I think it's more logical to assume it's bugged than that we'd need to repeat the same action three times before it updates. I'm enjoying the game, but the quest updates are arguably inconsistent. That's something players may adjust to as they progress and get used to its quirks. But this is a fairly early quest and it's understandably confusing. So maybe we can avoid judging random people on the internet for this one, eh?
My oxcart quest was a hot mess. All of the NPCs escorting the cart aggroed on me randomly over the course of the journey. By about halfway, the only one left was the driver. Then he randomly aggroed on my party after I sniped a goblin. I killed him, used a wakestone to revive him, and then he climbed back on the cart and just sat there, repeating the same voice lines over and over. Eventually, I just gave up and left the cart. I was still able to run to Melve and deliver the letter, fortunately. -.-
The dialogue should be plenty of feedback. Did you listen to what he said? Each time he gives you a fraction of the debt, and says he'll bring more the next time you meet. At the last encounter he lavishes you with a princely gift and states he won't be coming back but that you'll surely meet again someday.
It's a zero effort quest, because he's always sitting right downstairs from the Inn which you've presumably been sleeping in on a regular basis. I didn't even track it, I just did other stuff and talked to him when I saw him after awakening and leaving the Inn. Easy peasy.
This does appears to be bugged, as Sven does not show up like he should. I had a similar issue. (Maybe because of some main quest?) Anyhow, there is a solution! After doing this solution once he will show up like he should at the fountain!!!
SOLUTION:
Walk to Sven's chamber in the castle, pick him up, and bring him all the way over to where the yellow quest circle is. Talk to him, and continue the quest as normal! Then wait a couple days, and he will be sitting next to the fountain
Sven is the noble, passing as urchin. If you don't do the quest as soon as you get it, he'll then always be at the palace and there will be no way to complete it normally. Here's what I had to do.
This quest was "bugging" me, so what I did is go to the palace and go to Sven room. I tried giving him the Ornate Box, but it doesn't do anything. You lose the box, quest doesn't finish and you can't buy another one. So you're f'ed out of this one. How to do it then:
I pick him up an carry him over aaaaallllll the way back to the merchant Auriol. (obviously you'll drop and pick him up a few times, just make sure to not hurt him).
What happens is, his dialog will change and I was finally able to finish this stupid bugged quest.
Spoiler? - - - - Maybe? He has to be at the palace for future quests. If you haven't progressed to that point yet, make sure to carry him back to his room.
