I don't know if you can "set them" as a quest guide, but my pawns sometimes told me they could help lead me somewhere or get me up on a ledge. To confirm I want that I used the "go" command (up on the D-Pad) and they would help.

just hit GO when they mention it. Read the game's manual. Every time they tell you something in the game they put it in the manual

If I got it right, they need quest guide perk (that you see if they have when you recruit them) and they will guide you only on a quest that has been set as priority

your pawn has to have done the quest before with another player to be a quest guide, if the pawn has never done it before then they can't guide you.

I think I found the answer to your question. I was also looking for that answer but I got an idea while playing around with pawn status sheet.
Your own Pawn will (almost) always appear as: Quest Guide: NO because the quest you have in priority has never been done by you and your pawn (to confirm if your pawn did it with an other player, if they can guide you on a quest you never did or if only other player pawns can guide you).
If you select a pawn you hired in the Status / Pawn menu, look at their Quest Guide and switch quest priority until you find one that says Yes.

I don't know if my explanation is clear. You don't have to change anything to allow your pawn to become a guide, you only need to have completed the quest with them. If you need help with a quest, you can set it as priority and look in that menu if the pawns you hired can help you or not.

Thank you , this makes sense, I was thinking it was a setting for the pawn and I was sending my pawn out being less useful thank it could be

Thank you. This is the answer I was looking for as well and makes sense. I was thinking it was a setting and couldn't figure out how to make my Pawn a "Quest Guide". lol
