That's just an unconfirmed rumor. There's absolutely no substance to it. I would imagine if you violate something, all it's going to do is disable the network features.
Literally the only "online" aspect of this game is the pawn rental system, which you don't even need to play online for, as this is technically a single player game. The only thing about the online aspect is renting other people's pawns. If you don't care about that, then do whatever. The randomly generated "offline" pawns will take the place of the online pawns from other people. And the pawns are really only there for 2 reasons: 1 - to help you with combat, and 2 - To gather and provide you with information that you may have, at some point, inadvertently missed.
Besides, Denuvo DRM isn't anti-cheat. It's an anti-piracy measure that, in all honesty, doesn't reliably work.
