Set the "image quality slider" to atleast 50%. "50%" Image Quality means 100% native resolution use taa+fxaa.
A decent card will make 60-70% image quality without steady 60 - 100fps...
This game is cpu bound.
My 4070ti keeps gimping at 80% with all settings on high at 100% native without upscaling... a 3090 should give better results.
the games shaders did recompile too so the native issue could be to do with that failing to compile properly
