Want it off, play in "full screen mode."
Want it on, play in "borderless window"
In window full screen it leverages Win10/11 HDR, resolves the washed out issues.

You mean Borderless Window? There's no "Windowed Full Screen" option. Also that doesn't fix HDR, if you switch to Borderless Window then go to Display you can see HDR is set to Off. It's also Off if you picked Windowed mode, if that's what you meant.

UPDATE: Reference this person's post for a fix to HDR for Fullscreen. It requires having to have Game Bar performance graph pinned to screen, but you will get HDR in Fullscreen at least until they fix it.

Nah. It looks washed out either way and is what is causing shadow flickering for many.

Switching to anything else from Fullscreen simply disables HDR and switches to SDR mode, it doesn't "fix" HDR

Think we're going to have to wait for a patch fix or for the modding community to figure this one out

I also had to calibrate my monitor... Washed out colors are gone now.

HDR is broken here as well, have to turn it OFF completely OS side to be able to play, or you get trash graphics.

Something is wonky on your end then. I am in Borderless, HDR is definitely on because my new 65" TV auto detects the signal and creates a pop up. My colors are vidid, my whites white, blues blue, and I am playing in borderless window on Win11 with a 4090.

Do you have DLSS on? Turn it off if your rig can handle it.
Also try turning off motion blur. If you are using upscaling increase image sharpening.

Its the game, the HDR issue is impacting lots of people on various types of displays and gpus. The gamebar trick does work, oddly, worked for me.
