It's not the early 90's anymore when Japan was legit dominating the video game industry. Yes Japan still makes some good games in recent years such the Souls Series. Nioh 1/2 and they still dominate fighting games, but overall they are behind the times and no amount of American kids posting on forums with poorly anglicized Japanese names due to their identity crises and people with overall bad video game taste will change that fact.

Capcom have been pandering very hard to the West for over a decade now. They hardly resemble the company they used to be. Remember these guys went from Darkstalkers and Onimusha to generic fantasy and GaaS like everyone else.

Well a lot of localizers had a lot of bad influence on the Japanese devs. 2014-15 was a nightmare of censored japanese games

You clearly haven't been paying attention. Japanese devs have started catering to western audiances. Capcom and SquareEnix being the biggest offenders. Maybe things will turn around now that all Japanese devs are refusing DEI ESG investments
