I wouldn't be surprised if killing the npcs just caused infinite guard spawns that would only make things worse.

It would quite likely increase local performance, but it would likely be tedious. The guards in the first game just arrested you in a dialogue, you couldn't resist arrest. Assuming that it will be the same, this solution will have you spending a lot of time/gold escaping the dungeon. It would also break the game.
