Yes, that's what a global release is. In 16.5 hours it will be those times and the game will unlock at the same time for everyone.
So the actual time the clock shows depends on what time zone you're in but the 16.5 hours is accurate for everyone.

physical copies can be played early if store goofed and sold them early, reviews and random people that have have a large crowed get to play early but under review embargo so they can post thier crap on youtube day 1, and playstation digital version unlock at midnight local time so people that have rached midnight of the release date in thier country can play it befor people that are hours behind them with time zones.
