People who got insane download speeds and download it asap will be fine. average people will suffer
Considering that the game goes live in Japan at 9am, keys being distributed at midnight says there will be pre-load 9 hours before the actual release.

No, they won't. If the steam servers get overloaded, they throttle everyone. Even if you have download speeds of 100+mbs, it can slow down to 3mbs, sometimes even worse than that. The brightside, is as more people finish, everyone else can speed up. You weren't there for the mount and blade 2 launch? Not only did it break the store pages, but it took a while to download as well lol.
Bruh this is not about sending keys. Capcom confirmed to them there wont be a PRELOAD for dragons Dogma, keys is another thing also game suppose to be out in steam in 22hours its obvious a preload not coming AT this point
Keyshops release keys based on if a game has preload or not to let people be ready just like everyone else. If they don't have a preload, they generally don't release keys until the moment the game releases. So they have a bit more info than the common person, as their distribution process is tied to steam's release factors, this being a pre-load.
