His PC : CPU 10700 , RTX4090 , 32GB ram , M.2 drive for gaming.

This shows nothing except that the game is heavily CPU limited, the fact that raytracing doesn't affect his framerate confirms this. He did say he wasn't a tech guru though.

In hopes to play a modern video game at launch with a respectable frame rate of course. Many games such as this one you have to brute force with overpowered hardware sometimes. I have a 3080 Ti and a 5800X3D and I still play most of my games at 1080p. I also have a 4K TV I play games on if I'm capable.

4090 has nothing to do with it

It’s heavily CPU limited

dont go by that just yet. Ive had people getting stable 60 with RTX 4060's (no RT) make sure rt is off before launching as their is a it gets stuck bug. set 1440p DLSS 3.0 and make sure you got the recent driver update.
Well i game at 3440X1440P using a 4090 + i7-14700K(OC) + 48GB DDR5 + 990 Pro NVME. Hopefully I'll be able to max the game out with it supposedly being CPU heavy.

Should be good for averaging at least 60 with 40 lows

I probably wouldn't even use RT in this game, but if i did I'd use all the bells n whistles along with it. If i can't get high FR with RT than i just wouldn't use RT lol. Why make this CPU based game though? That's just silly. Not everyone wants to buy the top of the line INTEL or AMD CPU.

The towns probably have a lot of NPCs and/or complex physics, they probably didn't choose to make the game run bad
