First part is true, the second is absolute ♥♥♥♥♥♥♥♥♥♥.
I have a very mid range pc and 100% of the time that someone claims that Denuvo cuts their FPS in half and other ridiculous claims like that, my pc gets 60 FPS no issues.

Ignition locks don't even impede car thieves. Literally every make of car gets stolen.
Except Denuvo typically gets removed from games after a certain amount of time, depending on publisher. Sometimes 6 months to a year. Other Capcom games often keep it until the content cycle is over. It is primarily to prevent an enormous amount of piracy around launch, and it is not worth the continued cost to developers once sales have mostly plateaued.
