I've said it a few times, DRM doesn't stop mods it stops certain kinds of modding mainly anything that would edit the main .exe files cosmetic mods for example should be fine.
It's all still fairly risky business because an update can change things a bit and the developers can likely change or update how things are handled.
my suggestion would do the exact same thing? defaulting them to the max of 160 small or 215 big if they are past the cap on it would also prevent those who dont want to play with mods, not play with them but the Modders still be able to get that extra potential RC
