quality mode is usually targeted 4k at 30 fps and performance mode is usually targeted 1440p at 60 fps
people without a 4k tv simply won't be able to switch to quality mode, or maybe they can and it will be upscaled from 1440p to 4k, i'm not sure
i have a 4k tv but i still play in performance mode for the 60 fps
I think the game might be CPU bottlenecked and that is why they increase the resolution so much. Dropping the resolution will likely not change the FPS.
Since the minimum and recommended specs both are targeting 30 FPS and the CPUs are Ryzen 5 3600/x it makes sense this game will require modern high-end CPUs.
I guess you will need at least Ryzen 7000 series or Intel 13/14th gen to have 60 FPS. It was the same situation when Starfield launched. Baldur's Gate 3 in 3rd chapter is also 30 FPS in many places on consoles and Ryzen 5 3600.
