Because yes, each time you start a NG+, you can create a different character (you keep the non quest items and vocations from previous playthroughs).
The game is made to be played and replayed several times with NG+, it's closer to a roguelike gamestyle, it's not the type of game where you spend 400h on the same playthrough. That's why there is one save file only, it's to force you to use the NG+ mechanic.
