if not then of course it can it's higher then the min which is a gtx 1070
to my understanding and i don't really know this too well my 3050 is like a 1050/1070 only or 2050

BUt if you did buy, and it don't work, you can refund easy.
I think VRAM goes up with resolution? I guess it depends on if objects are stored in memory after they extrapolate the data or before. Not certain but it should be easy to test.
Resolution, textures and ray tracing are the most demanding, shadows moderate demand, and then anything else has small impact.
