There is differently improvements across the board.
However if that is how you feel, then it cannot be helped.
Imo Capcom games have always had this "look" about them, where it feels like they don't look as good as they could have been, but then you play them years later from their release and they still hold well, like Resident Evil 5 for example.
If you like good looking NPCs, then check out Horizon Forbidden West, i think it is coming to PC soon. I played on PS5 and it is just one of the most impressive looking games I've personally played!

The first dragon's dogma looks like a sack of potatoes, but it got us here because it does it's job really well. People are still discovering and getting hooked on it, despite looking extremely dated.
Even if DD2 went for cutting edge graphics, it'd make little difference 5 years from now. Gameplay is what keeps it alive imo. Another example - Elden Ring. Up close, the models look like old ruffles. When it comes to action adventure games, graphics aren't what carries it.
Outside of the character model faces DD1 graphics are still good to look at
i'm honestly a bit tired of people pushing for next gen graphics on literally every single game especially when so many companies can't even optimize them well
