Yeah it says right on the pure faction page to use dash faction, follow the link and follow the instructions,,, exactly, its that easy.
A big thanks to whomever made dash faction.
That won't be the case if you patch with Dash. Before that, people had to limit the fps to 30 via Pure.
Not to mention that if you play the game without Dash Faction, this submarine explosion bug is only one of the many annoying bugs you're going to face :P I'd highly recommend Dash Faction, even if you're not getting this specific bug - Dash Faction's bug fix list is absolutely huge, including several that happened even in 2001, on then-current hardware.
My monitor is 60hz so I have no need for 240fps
The submarine bug is the only one I've experienced in practice, all the other weirdness is also fixed by limiting fps (that applies to most old games as well in my experience)
While technically capping your FPS at such a low value will allow you to avoid a few of the bugs in the base game, you're still likely to encounter others - such as cutscene audio being out of sync, numerous graphical glitches, and the "Frankenparker bug" (where undercover Parker's skin is completely messed up in mirrors). Furthermore, Dash Faction doesn't only fix bugs, it also adds functionality such as window modes, support for custom/widescreen resolutions, direct mouse input, anisotropic filtering, and anti-aliasing.
Ultimately though the version of the game you use is entirely up to you of course, and if you're happy with the base game - that's great, I hope you continue to enjoy the campaign :)
If you're curious of the bugs to which I'm referring, and the additional functionality/feature enhancements offered in Dash Faction, I'd encourage you to review both the Dash Faction changelog, as well as the detailed comparison spreadsheet of Red Faction versions available here: https://docs.google.com/spreadsheets/u/2/d/e/2PACX-1vTGQva9U1M1dRPHjZt6fS8M1oHvYHqhrD3eaTztB0rdAG_0yArOqOggMufkJTUMnw5NiIY9rcWN8Eqe/pubhtml
