why is the a4 br 2 if the a3 is better ?

m1903a3 has a granade launcher, so like all similar rifles (with the exception of the garand) is a br3

oh apologies! yes the stats of the m1903a3 are apparently better, with the exception of shot deviation. i don't play snipers, so i can't tell, but probably this is an important stat for this kind of rifles
otherwise i don't really know, maybe the m1903a4 has a better scope?

Many of the BR 2 bolt action rifles aren't better than BR 1 rifles, and should probably be moved to BR 1. The M1917 is worse than the M1903A1 USMC. the BR 1 Mosin M38 Carbine is better than the BR 2 M91/30 in any meaningful way (damage doesn't really matter for bolt actions). The Japanese Type 99 (late) is terrible + even the Type 99 (early) would be bellow average if it were at BR 1, but somehow it is BR 2. The German BR 2 Carcano M91 is also worse than most BR 1 rifles (including Kar 98k and Carcano M38) + same applies to the scoped version.

At least a third of all BR 2 bolt actions have not only worse stats than good BR 1 bolt actions, but are actually worse. There is no point in using them.
