Good point. The most frustrating feeling is when you get spawned facing the wall with a machine gunner shoving bullets in your face.
Tip for newbies. When building structures (rally points included) you can rorate them with R before you start building them.
15% sprint speed is awesome especially in the begining of the game, however you sacrifice medpack usage speed or regular running speed. The other thing is that you spend more of the game running, not sprinting.
When it comes to the recoil reduction, most of the weapons have low, sometimes almost non existing horizontal recoil but have high vertical recoil. Just as an example, the latest assaulter weapon in the Japanese research tree, the Tokyo Arsenal, comes with 28 Vertical and 6 horizontal recoil without upgrades. And the same rule for saving perk point applies. A maxed out vertical recoil perk reduces the recoil by 40% and costs 12 points. The horizontal recoil perk reduces the recoil by 30% and costs 16%.
The only bottom perk that is worth sacrificing lesser perks is the 35% vitality. Give it on a flamethrower and you're ready to start clapping cheeks.
