Also, turn down sun rays. They really hurt perf during the hours of 6am to 9am, which is about the time you start in the game.

I checked Call of Pripyat and Clear Sky. Both games are set to maximum settings and Clear Sky will not run above about 20 fps where as Call of Pripyat runs (with my fps limit off) between 90 ~ 160 fps, but never drops below 90 fps no matter where I am, or what's going on (weather, sun etc,.) but Clear Sky doesn't even get 40 fps inside a building. I've even tried Clear Sky on Meduim settings and it still will oonly get about 45 fps.
2. I don't think that GTX480 is enought for CS, also I don't think that nVIDIA 4xx is good for play games on DX10/11 because of its termal problems, especially when we talk about games such as CS (which requires more powerful videocards).
3. You can download Clear Sky benchmark[files.gsc-game.com] to find the best settings for you PC configuration.
P.S. So, I don't think that you should play on DX9, cuz' there is too much pretty effects on DX10.
With my modest gt540m I played Crysis on high detail good, but with Clear Sky I had to remove the dynamic lighting for play it an acceptable fps. What a shame!
The fact it runs slower is normal. Clear Sky is a very demanding game, has much better graphics than CoP and SoC.
On max settings CS is a graphic jewel, the level of realism and lighting detail is unmatched, so yes it will be a problem even for very powerful PCs.
What is not normal is not getting over 20 fps on max settings.
im using a gtx 580 now, but i used a 480 before, never overclocked, core i7 2600k at standard 3.4ghz and hyperthreading turned off, and 8gb of ddr2 1600.
Game runs smooth at maxed settings and 1600x1200 resolution, fps according to fraps is between 30-60 depending on place and light conditions.
The only time when i get below 20fps is in the first camp around 8am game time, because of the insane amount of shadows and sunray effects which are superb but costly.
You might try getting rid of all that overclocking, sometimes overclocking makes things worse instead of better.
