Then just run it and it will automatically install all the files if you have clear sky already installed.
Complete installation processes took me around 20-30 minutes.
*Nevermind, I guess I just had to run the game once for it to actually work, for some reason.
it says right in the setup...
1. Install S.T.A.L.K.E.R. Clear Sky.
2. Patch S.T.A.L.K.E.R. Clear Sky to v1.5.10.
3. Launch & exit the game at least once.
4. Uninstall any previous versions of Clear Sky Complete.
5. Install the latest version of Clear Sky Complete.
6. Start a new game.
so yeah, don't skip step #3 like the OP
Games need to run setup for them to be recognized by mod files.
Main menu, then exit. This simply writes config file to _appdata_ with the defaults (and mods subsequently tweak this user.ltx file therein). Also, vanilla saves only work on the vanilla game, so no point in doing otherwise.
If complete doesn't pan out you can always go with Sky Restoration Project (SRP), which I prefer as it is more stable for me.
