SEVA suit upgrades

The way a lot of guides describe the suit imply it can only be gotten by joining the loners but the only guy who can upgrade it is a bandit...who will kill you on sight if you join the loners

Is this accurate? Is there really no other way to upgrade the suit?

Yar (Freedom) and Thunderov (Duty) can partially upgrade it.

You don't. Tooth (bandits), Mitay (duty) and Sakharov can sometimes sell it.

I've purchased SEVAS from Feedom, Duty, the Loners, and the Yantar scientist. Nobody but the Bandit tech can do the tier 3 upgrades though, so since I hate them I wait till I can afford all the ups and find the drives, get my SEVA in order, and then nuke the bandit based 2 or 3 times just for the hell of it.

You can buy a seva suit from the shop owner at the duty base and partyaly upgrade it there,if you have enough money,to fully upgrade it you cant kill ANY bandit before you get it fully upgraded by the technitian of the bandid base...remember NO killing ANY bandids ANYWHERE the whole time from start of game until it's fully upgraded...as soon as you kill ONE bandit,you cant get in their base anymore without being attackt by them...after upgrade,you kan still keepbandidts allive for when you plan to upgrade another suit completely...i never kill any bandid couse then they attack you everywhere and the game becomes a pain in the ass ;-)
