Soldiers are still too OP. I'm on master difficulty, it took me 35 quick save reloads to kill squad of soldier, of ~8 people at the start of the game with AKS and TOZ. Now I have good gear, powerfull weapons, yet I'm not sure if it will be enought next time I encounter soldiers. Love the game tho.
Setting your difficulty higher will never make the game easier. That is a myth.
Why bother rifling the barrel of the shotguns, sure they're way more accurate, but why bother? They don't seem using full at all. I'd rather just get closer with an MP5, AK or Pistol.
Well shotguns have a certain aspect where ammunition makes a huge factor.
A rifled shotgun with the dart ammo, is a great longer range armor piercer. Perfect for head shots on military.
Keep in mind the 3 ammo types for shotguns. Shot, Slug, and Dart.
Shot is normal shotgun spread we are all familiar with. Good for damage against fleshy targets and damage, but a lot of knockdown force and damage is lost over distance.
Slugs, are also good against fleshy targets and armor at close range. A lot of knockdown force, but expect a heavy round drop over range. Not as worried on spread, but the round drop makes slug not very good for long range.
This is where Dart comes in. Dart, is much like slug in that it is a single round, but unlike slug its not just a hunk of lead. This is a round of reinforced metal, that is shaped into a dart like shape to carry over longer distance and pierce armor. It does not have the raw damage, nor that up close umpphh of the slug or shot round, but as explained, its your longest range most accurate round, and it does have a level of armor penetration to it. It is perfect for a rifled shotgun.
(I am still waiting for that shooter that realizes damn near anything can be put in a 12 gauge shell and shot. Clear sky did a good job on the 3 round types. Payday 2 does well on variety with nail flachette, explosive, incendiary, slug, and shot. I am truly waiting for the game thou that has all the above, and coin/washer shot, rock salt, glass shot, etc.)

Yeah how about you try to UPGRADE the guns.
It does increase damage to both you AND the npc. So you need less shots to kill them just like they need less to kill you.
Also this game is a bit of a RPG like Borderlands. Highly armored targets will not go down when a basic shotgun hits their head. Afterall they wear a steel helmet. Use better ammo like Slugs if you want to take them down.

(all the references to The Marked One, is the clue. If it was about Clear Sky, the player character would be referenced differently.)
Neither game makes it easier for you to shoot enemies on higher difficulties.
