It is very common in Garbage between the Loners and Bandits and while it can sometimes fix itself, most of the time It never will.
'Thankfully' the faction wars play no real part in the overal story, it's just a minor nuisance in the grand scheme of things.
The only way to stop this from happening is with mods, but this only decreases the odds of it breaking, it does not stop it 100% and it'll require you to start over.
Go and kill time elsewhere on the map, loot stashes, kill mutants or renegades, look for artifacts ect or go back to the Clear Sky base. This should eventually kick start the AI to send a squad to the farm.
The AI works on a 'leapfrog' basis, it'll only attempt to capture a point providing they have a squad holding the previous point, if not then the squad will hold at the furthest point the faction holds and a new squad will spawn in to attack the next one. This is why it can take a long time for the AI to reinforce / attack somewhere.
If the game still refuses to progress, you'll have to reload an earlier save if you got one or download Sky Reclamation Project and install it, that fixes most problems with the game but will require you to start over.
If you're not that far into your current playthrough and are up to recomplete this precious piece of a game, consider installing the Sky Reclamation Project. It fixes tons of these.
I installed it. Started over. As much as I can't stand Clear Sky compared to the other two I still play it about every year.
There are friendly squads near the location you need to capture and wait for help to arrive. These units WILL NOT move if you have taken a side-quest from someone in that squad, because the game wants this person to stay in the same spot until you fulfill the quest. So, to fix it:
Check your map and locate the a squad near the capture point. Visit the squad(s) and figure out which one gave you a quest. Do the quest, and when you turn it in, they will immediately begin moving to the capture point.
I was stuck on this for ages and nothing else worked, so I thought maybe doing this guy's quest would do the trick, and it did.
this is the correct solution, thank you. although, in my case side quest was to bring 4.45x36 ammo to squad member, but that type of ammo is nowhere to be found in the swamps. so only solution was to cancel the quest by killing its giver (you can't just cancel the quest by talking like in SoC). squad turned hostile and i escaped, but they still moved towards the southern farmstead and i was able to complete the mission.
