Cant open the game in fullscreen
90% of times when i open the game it is in windoved mode and theres nothing i can do to change that. in windowed mode max fps i get is 6 so its unplayable. Note that when when i press alt + enter the fps increses to 20 and it changes the display setting in menu from windowed to fullscreen but it doesnt actualy do any changes, the whitebar (the x for closing the game and the dash to minimise the window) its always visible no matter what i do. setting are impossible to change because the right and left inputs to change the setting dont work, but i can still use up and down to scroll down the settings. but sometimes the game launches perfectly. for a split second the game is in windowed mode but it quickly goes to fullscreen and also suddenly i able to change the settings and the fps is how i would want it to be. so when this miracle happens i manage to get many hours of gameplay before i finally shut down the game hoping that the next time i launch the game the windowed mode problem will not appear, but it almost always certainly does.

i tried alot of things to fix this. i usualy search for solutions for these type of problems on the net but couldnt find anybody else with the exact problem so this thread is my last hope.

Ok, open the games directory (Program Files (x86)\Steam\steamapps\common\RESIDENT EVIL 4 BIOHAZARD RE4)
open "local_config.ini" and scroll all the way to the bottom,
edit the lines:

[RenderConfig]
NormalWindowResolution=(0.000000,0.000000)
FullScreenMode=true
WindowMode=Normal

"FullScreenDisplayMode=233" corresponds to the settings above in the same file and should be different for you.

You might be able to add those lines to "local_config_default.ini" in the same folder, in order to set them as your default and not having to change them again.

You could also change the lines in the same file at the top under:
[AppRender]
AppResolution=23
AppRefreshRate=3
AppFrameRate=0
AppWindowMode=1

"AppWindowMode=1" might be one you are looking for.

When you are done editing those, you can either leave the file like that or right click, properties, tick Read-only, than it would not get overwritten in the future, but should make your own settings changes in-game not save anymore either.
You should only need read-only, if the game decides to screw with the settings and resets them to window mode for you all the time when you start it for some reason and the other options like "local_config_default.ini" don't work for you.

i opened "local_config.ini" trough notepad and made edits. saved it. closed it and reopened it to make sure its saved and it was. didnt help. after launching the game settings went back to how they were before editing.

also i wish i could send screenshots because the layout is different for me than you explained. for example [Render Config] is at the top not at the bottom at its called different for me, it says just [Render]. Is it possible the whole text layout could be wrong?

When i save do i need to use "save as" option?
maybe FullsCreenMode=true should be with the capital T?

i could use photo to text converter to send transcribed info here instead of screenshots so you can see how it all looks for me

Try read-only for now, so that the settings don't reset.

[RenderConfig] and [Render] could be 2 different entry's. I copied the lines directly from my files. I am not at the computer right now, so i can't check the files right now.

You can use the "save" option or just ctrl+s. I don't think it needs to be with a capital T.
Have you tried verifying your files through steam ? You should be able to reset the files we are talking about editing to original settings by deleting them and than verifying through steam. But make a backup of them first.

I don't think this is needed right now but maybe something in them is broken for you.

I do think you might need the [RenderConfig] entry and its settings. You could search the file with ctrl+f to make sure that it is missing and in that case add the lines i mentioned manually. Maybe you overlooked them or they are at a different position inside of the file for you.
If you decide to reset the files, they most likely will not be populated at first and fill up when you start the game and begin to change settings.

I have an idea, you might have an issue with drive permissions, it could be, that those files are read-only to begin with for you cause of not enough permissions and so the game can't change them and resets them to default/windowed for you. In that case you need to get write privileges and allow the game to write to the files.

ok besides [Render] i found that there is [RenderConfig] i just didnt see that there was both of them almost next to each other. so that part is all good.

i went to properties, security and change it to admin because that was one of the options that had a check next to "write".
still no success .

My config file looks like this on read only right now.

FullScreenDisplayMode=233 could be an issue for you, i posted it cause it was the one i was using, you didn't have to paste it into your file as well, it references a section in the file, where for example your fullscreen resolution should be defined.

You said you are unable to use the settings from in-game because your control's don't work correctly ? Have you tried alternative controls ? (Using a controller, mouse, wasd, arrow keys, changing control scheme...)

You mentioned, that the game sometimes opens in windowed at first and than goes into fullscreen, that's the normal behavior it should do, it does the same for me.

Have you looked into editing the "local_config_default.ini" ?

Certainly weird, of course something like this shouldn't happen, it could be connected to the operating system too, there might be more ways to fix this, like with mods, configurations, settings and so on.

i tried every alternative control method you mentioned for the settings. didnt work.

today i got an error while launching the game

C: Program Files (x86)\Steam\steamapps\common\RESIDENT EVIL 4
BIOHAZARD RE4 re4.exe Fatal D3D error (22, DXGI ERROR_INVALID_CALL, 0x887a0001)

apperantly the game can run in both DX11 and DX12 modes so i fixed this error by adding
"-dx11" to launch options in steam:
right click RE4 in steam>properties>general>launch options

changing the 12 to 11 in
[Render]
Capability=DirectX12
didnt work

game runs smoothly fps wise but still in windoved mode

ok i closed the game and tried to launch it again and the error poped up again.
in config.ini it suddenly had changed the fullsccreen=true to fullscreen=false

i switched it back to true and i could launch the game again, but in windowed mode. i will not close the game for now to test things further because i dont want to mess this chance up to get some gameplay hours in, because there have been days where i spend hours trying to fix things instead of playing
