Go to properties on your mod manager, and properties for RE4 . exe, check the box in compatibility that says run as administrator for both. This gives you administrative privileges: I.E., ownership of your game that you bought.

...okay, so... dinput8.dll ONLY exists if you've installed re framework. There is no dll with that name in the depot that steam downloads when you install the game. It's an incredibly simple thing to verify.

This is the steamdb depot page for RE4. If you type dll into the search box on the Files line, it will show the dll files that are installed with the game.

dinput8.dll isn't one of them.

This isn't part of a "war on modding".

This is you not updating re framework and trying to use an out of date version.

You also don't need to run fluffy manager as administrator if you don't install it in program files or program files x86.

Because you should never install ANYTHING in program files or program files x86.
