I really don't think they're going to change now.
The reason this is occurring is because Capcom wouldn't have implemented VR at all normally. Sony reached out to Capcom for each game that has VR and actually pays them and works with them to implement VR support and content. This is, essentially, a hosted development by Sony. In return, it is exclusive for Playstation. This is also why we see many other games not have VR support on PC that are offered on Playstation.
While it will not be as good as what is available on Playstation's version there is a VR mod for the game in third-person by Praydog for this game and sometime in the near future Praydog is releasing what is, as far as I understand, a complete first person mod. The first person mod is just being delayed despite being basically done so as not to tick off Sony/Capcom until the PSVR2 version has its moment of attention and then the first person version of the mod on PC will be released to avoid a cease and desist or other legal implications.
