Low CPU and GPU usage, LOW fps

This just started recently but I am getting low cpu and gpu usage and fps ranging from 60-100 fps. I am running a 5800x3d and 6950xt with 32g gig RAM on win 11. Afterburner is showing minimal usage across all cores, under 10% and clock rates under 2 gig. Issue clearly doesn't seem to be the cpu. GPU is never over 60-70%. No frame limiters have been set as well, gpu, bios, OS are all up to date. I am out of ideas.. Any help is appreciated.

This game does have some cpu bottlenecks with fast gpus. It seems it doesn't use that many cores. Certain spots in the game im getting 90+ usage (gpu) and some it drops to like 57-60 percent lol. That being said the game does still run smoothly and haven't encountered any issues yet.

I get that it has issues not using many cores but the issue is all my cores don't go over 2 gigs out of a potential 4.5. Something is clearly wrong.

temps are perfectly fine, case is very well ventilated, at these terrible clock rates due to low usage my hot spot is under 80 degrees. Issue seems to exist for only this game.

6950xt is AMD not nivida. I tried rolling back drivers, issue persisted.

5800x3D and 6900 XT 120 FPS almost everywhere 2560x1440 maxed out.

Temperature problems?

AMD driver have Radeon Chill enabled?

Nope, nothing is enabled in AMD adrenaline, no frame limiter, the main menu has 100 fps, game itself drops to 60-70 fps with very low gpu usage 50-70. If the issue was frame limiter my fps would be low everywhere. I actually watched your youtube video. Your hardware is similar to mine. As I mentioned before the game just started doing this, it use to run perfectly fine at 95% gpu usage.

Yeah that was when I tested it on 240hz, no clue what is up then.

Reinstall the drivers, it worked for me.

I managed to fix this on my 5800x3d.. Weirdly enough the demo of the game I had 99% gpu usage yet the main version I didn't. What seemed to have fixed it for me was using the config file from the demo and replacing the one from the main game. As weird as it is I was getting 50-70% gpu usage and now I get the full 95%+.

Config file is at:
D:\SteamLibrary\steamapps\common\RESIDENT EVIL 4 BIOHAZARD RE4\local_config

I legit just took the one from the chainsaw demo, I can't confirm weither or not this fix will work if u simply rename the loca_config to local_config,old and hope the game recreates a functional one.
