Luis even talked about creating a version of the parasite that doesn't alter the host
People in village were tricked by Saddler and Salazar to inject Plagas. They used the leader of village who received better version of Plaga from Saddler to talk to villagers and explain them that Los Iluminados are the right and only way to achieve absolution.
They only mutate after suffering severe injuries or by activly triggering the process like Krauser or Saddler.

as for the villagers none of them had a say in the matter, most of them got infected while excavating the old plagas mines

In the past there was a cult called Los Iluminatos who believed that the only to achieve absolution and freedom is by spreading around parasite called Plaga.
The first Castellan of castle found them very dangerous for people and ordered to kill anyone from the cult and seal Plaga deep underground where cultist won't be able to reach it.
Time passed and Salazar at the very young age became castellan of the castle. He was physically weak and he was ill, but then doctor came and rescued him from death. The name of this doctor was Saddler. Saddler was very interested in Plaga and Los Iluminatos to point he became a leader of dying cult. Saving Salazar changed a lot.
Saddler was able to manipulate Ramon, who believed that his ancestors did a very bad thing and the only way to atone for their sins is to give everything back to Los Iluminados and thus villagers were sent to mines to recover sealed Plaga.
At the beginning Saddler was afraid that after so much time Plaga died out, but in truth "it was just sleeping. Waiting for hosts". Miners inhaled Plaga and in this way became the first hosts of the parasite. After some time miners reached the amber with dominant Plaga which were giving powers to hosts but, host weren't controlled by parasite.
Saddler injected the strongest plaga into himself while Salazar and father Mendez received dominant species of plaga.
Later father Mendez encourage people to became a host of Plaga, but childrens werent able to survive the process, so only adults survived and went under control of Saddler.
Even some of the Bosses are similar.

Since the beginning of entertainment we've constantly had plots that borrows from each other. It holds itself well enough to put a game together.
