Never said it is. Its a saphire, emerald, and a perfume bottle which isn't a lot.
Not sure if you can repurchase the gun you missed since I only ever skipped after the initial playthrough which it turns into a gold bar. That said buying the gun is 40k assuming the price of purchase and repurchase are the same.
A huge reason for to skip the puzzle is for speed running. You'll save a good chunck of time by skipping the library. The assault rifle isn't a huge deal imo since the stingray is good enough.
I'll still lean on saying the merchant sells missed guns. Fairly certain that's the case but anyone can correct me if I'm wrong.
