That or he's lightly breaking the fourth wall, talking to the player like "We the creators of the game are rooting for you" and also mentioning the years between the original and remake. By the original's creation, he's quite an old character, someone we've known for a long time, and this is his return to the audience.

The Duke is also a very mysterious merchant traveler with an almost omnipresence level of knowledge. The fact he references the Merchant makes me they're the same type of being.

You are mistaken, it only killed him in that location. On normal he'd respawn if you left and came back, on professional he does not respawn, but still appears later.
