They took away screen time from Saddler, Salazar, Ada and Hunnigan while arbitrarily gave it to Luis and Mike of all people.
The former two is arguably the most painful, because Salazar's area is the largest in the game and Saddler used to be a presence from the opening hours, while he's now a mere portrait for the majority of the game and defeating him becomes a trivial affair.
Him just appearing at the end makes way more sense, as he does what any villain does, takes the oportunity to incapacitate Leon both times and tries to stop him.
As for Salazar, i think he took almost the time screen as he had in the previous game.
We'll probably get to see more of at least Saddler in the Ada DLC since she has a boss fight with him.
If you find and read the scattered Stonetablets, you will notice that they are written by different members of the Saddler Family, which were incarssareted alongside other Inmates on this former Prison Island
