Well i'm glad you got lucky, but there is no real strategy for this because everything's on predetermined loot tables that are randomly decided for you based off a seed generated when you start a new game.
If you do his combo sooner or later you can get it though
Not guaranteed. It could show up sooner on the 3 silver loot table or not at all if you get unlucky with what the game decided to give you.
From my experience, the pool consists of what you drop in, like a 3 silver one won't drop one that requires 3 gold.

When you start a new game you're given 4 randomized loot tables for each combination of tokens. 3 Silver, 2 Silver 1 Gold, 2 Gold 1 Silver and 3 Gold.
Meaning each combination has their own table of rewards, yes, but they're all randomized when you start a new game.
