TL;DR: Yes healing item drops are tied to the number of healing items you have.
For hardcore using your non pistol weapons (except bolt thrower) sparingly is very helpful and should be treated as a standard survival horror resource, while your pistol is the workhorse for everything else cause you get the most ammo for it and will never run out for long. The knife has been repurposed for the exact same thing but for health, negating damage, canceling grabs etc.

Have ALL of them had it? Probably not, but I'd say more than you might think have had something like it at the very least.
