video games ain't a science for me, i don't have to break it down to a mathematical equation, if i like a game, it's good
I edited the OP to make it clearer than I'm curious about people's opinions, not looking to be annoying or whatever.
It's odd to complain that a 97% positive rating isn't high enough, for some reason.
When it comes to it, RE Village is more of a mindless fun that fails to satisfy its own story. There are countless games like that, so I will not pay AAA price for another one. Resident Evil 4 has a crazy story, and things that are outlandish remain consistent. The difference between the games comes down to passion put into the project.

I distinctly recall halfway through the factory level thinking "I could just replay DOOM Eternal and be having so much more fun than this".
EDIT: As for why, one reason could be that Steam scores for single-player games are overwhelmingly skewed towards first impressions. I've played indie games that are 98% positive where only 15% of people bothered to ever finish the game. If the first 2 hours are great and then the game ♥♥♥♥♥ the bed, only a small handful of players will ever change their score. And RE8 gives a really, really good first impression.
