Can not even start Resident Evil 4 Fatal D3D Error 30

Can not even get into the game. I redownloaded, i verified files, updated graphic driver, and still nothing. What's weird is that I did open it and changed the settings but it just crashes.

I believe so, I played resident evil 2 smoothly before this game

I actually fixed it miraculously by going into the game file folders, go to the actual game properties and give it administrator permission. https://www.youtube.com/watch?v=5UpcEXYExDs idk the full details but it works for me
