The price discount percentage that you are looking for doesn't mean anything to Capcom, you know what I mean? So really as a consumer, up to you when you decide to purchase RE 4 Remake because Steam sure isn't the one that has a handle on it.
How Steam makes money is this. Whatever the pricing that the game developers put up on Steam, they get a certain percentage out of it as commission.
In other words, you can't expect Steam to put a discount on a particular developer game when the developer has no interest in doing so. That is called doing business.
