Low Performance
A few weeks ago, I played RE4 Remake and don’t recall having any performance issues. I was using the "balanced" graphics setting, and my FPS was always at 75, which matches my monitor's refresh rate. However, I recently started playing the game again and have been experiencing performance problems. It’s rare for the FPS to stay at 75, and it fluctuates a lot. I’ve tried both increasing and decreasing the graphics quality, but it doesn’t seem to improve performance much. On the "balanced" setting, which I’m used to using, the game doesn’t even utilize 50% of the CPU and GPU.
Does anyone have any ideas on how to solve this issue?

I've been going through the same problem, does anyone know if it's an update issue or something?

Cant tell you much without specs, but if you have a bit more powerful gpu try to force it to work, incrase the graphics. Also fluctuation, use rivatuner statistics server RTSS and do a fps cap to your monitor refersh rate so 75. This fixes pretty much any stutter and frame time in any game, RTSS is great for that.

There are chapters that will kill your frame rates no matter the specs
i am bottlenecked with my cpu so i have to force my gpu (2060 super 8GB) to work harder so i render the game at 200% and the game ran almost steady 60 fps most of the time

I've been also looking for a solution to this problem.
I have a Ryzen 5900X and a 3090. Playing at 4K with a 240Hz monitor.
And I can't get this game above ~80fps.
It scales roughly between 60 and 80 fps depending on the settings (from everything off/lowest to everything on/highest).
The GPU utilization is highly variable, but the FPS is not.
For example I can switch DLSS (with mod) or FSR1/2 between the presets and the FPS stays more or less the same while the GPU utilization goes up and down.
It's like something is capping the performance.

Strangely enough I replayed other RE engine games during the holiday break (RE2, RE3, RE4, RE7 and RE Village) and all except RE4 utilize the GPU fully.

It's very frustrating. At least this game doesn't crash my PC like the other RE games do when I use RayTracing ;)
