Why US government gived Leon only one weapon?
They sended him to important mission to save President daughter from mutated cultists and all they gaved him was just some goofy pistol and one magazine

Well Leon's not in America and this investigation appeared to have been set up with the countries own governments acknowledgement, So they sent an agent [Leon] with some local authorities [The two cop escorts] to go look around and see if there was evidence of Ashley in the area as all they knew as she was kidnapped [Via inside job] and MIGHT be somewhere in the country in that general region.

Leon wasn't meant to take down an entire terrorist cell, He was meant to find out if she was there and report it and if he COULD get her back home safely, The local authorities would also probably not like the US sending an armed to the teeth agent door to door in their land asking around if they've seen the president's daughter on unconfirmed Intel no less.

And sure enough later on after Leon goes dark for too long due to getting jammed from Hunnigan they clear a straight up attack helicopter with explosives to come in on what's as far as they're aware a small tight knit cell capable of an inside job to kidnap Ashley in less than 1 night.

Does it make complete sense? Maybe, I'm not privy to how things like this work EXACTLY but it feels believable given the time frame.

Now that I'm done making sense allow me to blow your mind!

The government didn't decide what Leon could or couldn't go with LEON did, All his kit is custom not a bit of it is standard issue, HE chose to go with one mag, He chose the SG and HE chose the knife he got from R.P.D all that time ago... And he can also decide to come in with an attache case that can fit a shotgun 2 pistol's [one a magnum] a Tommy Gun 3 knives and a RPG just for fun... Or a highly suspicious amount of First Aid Spray's in some players cases for NG+.

Because they didnt know there was actually a militaristic cult that took over the entire area, so leon only was sent to investigate the village to find any clues as to where Ashley is.

Also, all of Leon's gear is his own stuff, so they didnt even give him anything

ppl often forget he isnt in gun land and he cant just carry an arsenal of guns around, especially if he will be with the police on spain, not to mention there wasnt any info about any cult or any killings in the area, just ppl being missing, they didnt even know that she was kidnapped, only missing. and the whole mission was a secret, not even the police knew that leon is looking for ashley.

Also why didn't they give him a silencer with his pistol?

Real spec ops would go in with minimal gear, retrieve Ashley silently, and leave quickly without anyone noticing. Leon raised the alarm on his very first encounter which means he sucks at his job. But even if the mission goes sideways, spec ops are trained to move quickly, adapt, and keep their pursuers guessing.

Yeah but "minimal gear" would still be more than 1 handgun, a knife and only 10 effing bullets lmao
If his job is to sneak in and sneak out, he might not even have a gun, especially if he's covert and is required to perform civilian tasks such as pass security inspection to get closer to Ashley. If he needs a gun, he can take one from Ashley's security detail or some other source.

Spec ops and black ops are paramilitary units that often operate in a civilian setting, so weapons are not always a necessity. Leon's first task was recon, so he could've been dispatched as a civilian without any weapons, but I'm unclear on their level of intel about this hostile zombie cult taking over the area. Either way, there's obviously plenty of munitions for him to utilise behind enemy lines which, again, sometimes they do!

Paramilitary can denote "minimal gear" such as 1 gun or no gun at all. Or it can denote a combined arms joint operation offensive with a dozen special forces platoons armed to the teeth, which they might've dispatched to handle this cult, depending on the politics of the area. Reconnaissance suggests Leon was supposed to remain covert. He is bad at his job.

Most of the cultists you fight are peasants with rudimentary melee weapons and projectiles such as pitchforks, hatchets, knives, and Molotov cocktails. You don't need much more than a low calibre handgun for that. You're really just slaughtering civilians for much of the game. This would carry political implications more than anything else. Leon is bad at his job.

The government knew there’d be copious amounts of conveniently placed barrels of ammo along with another conveniently placed merchant.

"As usual, this is a one-man infiltration mission."
"Weapons and equipment OSP"
"This is a top-secret black op. Don't expect any official support."

if you don't think this is unrealistic think again, this was literally my first deployment in Iraq, we were briefed the part of Baghdad we deployed to, was the safest city there at that time, with only one incident the year prior. A week or so later after we took over, we were part of the deadliest ambush and second most dangerous conflict there followed by 88 days of combat right afterwards.

It's literally like this.

The hair gel required for Leon to look slick took up the rest of the budget

they didn't know it was mutated cultists and he was only looking for her at first.

also hes good enough that all he needs his is gun and knife. the rest is just stuff he finds or gets sold.

He just need a gun and an entire kitchen knife set (sold for 19.99).

He's going to reasonably come armed with something easy to conceal. And extra rounds. Considering the fact that the US government already knows Ashley had been kidnapped, of course the man spearheading the investigation of her whereabouts is going to be armed.

Plus Leon already has a tactical leg pouch at the start of the game, which is not low profile at all.

He should have more than 10 bullets to start with. Nobody carries just 1 magazine for their firearm and hopes for the best.

This has actually some ground. Even if there were no evidence of Umbrella and alike involvement prior to his arrival, some spy tech gadget, special agent assets whatever, would have been befitting better his role in 2023.

But hey, even Solid Snake starts his infiltration missions with a single gun if I well recall. What can I say? Japanese... LOL

The famous helicopter that only arrives at the end, could be his supplier to mission assets/shop and whatnot trough out the game at save points. Say, it drops some cargo on the ground as much as umbrella drops mr.x from air.
