To download literally click:

>Download the rar file
>Extract it to Fluffy Manager's mod folder
>Enable it
You need to zip the "ENV Engine" folder, (a folder within the archive that you download)(use zip not rar) and also you need to zip "console"
drop both files in the fluffy mod manager (Which you should also use to install mods) window, then under RE framework, you should see "ENV Engine" with a plus besides it, click that, then you see two options, ENV engine, and console.
The console is useful if you want to edit stuff, Advance weapons framework uses it, to change stats on weapons. I tried the straight zip up the main folder then enable, it copied the ENV engine, but not the console.

You do know it doesn't really make any difference so long as you don't extract the files into a folder. (It's known to cause conflicts with certain mods in Fluffly)

Well, I just wanted to be clear, as I ran into this issue myself, so did another, on nexus, That is why I thought the extra correction was needed. As long as you see both ENV engine and console in fluffy, under RE framework, your golden.
