Why did they even want to stop Leon?
I mean, Ashley was already infected, why not just let him "rescue" her and take her back to President Daddy? Wasn't that their whole endgame anyway?

Isn't it implied Leon could become another very strong infected like Krauser, Salazar, or Mendez? I assume they try killing him due to the fact he's just posing way too much of a threat if that's the case though.
iirc there was some mention in a cutscene, but yea, i think even tho the parasite does mix well with leon, because of his will and defiance, he just poses too much of a threat.
Would have to go through all cutscenes to be sure.

Sadly, the way the ingame notes are handled is horrible. You only have access to the notes you collected within a playthrough IN THAT specific playthrough. They don't carry through ng+ it seems nor are accessible via main menu. So hard to read through all them again. (I dont have like one save with all unlocked so it would be a tedious skimming around loading different saves hoping to have a particular not)

It's not a plot hole at all. The plagas can be removed with either radiation or physical surgery. This was explained in both the original and remake.
So they infect Leon with the plaga yet spend the entire game trying to kill him? They could of just let Leon leave with Ashley, not telling him that she is infected. The plot is beyond stupid.
They don't tell them she's infected, Luis does, fairly early on. Even if he didn't the infection has pretty obvious symptoms that the US doctors would pick up on.

Because they don't know if Leon has figured it out that he and she are infected. If he did figure it out and he rescues her, their plan is done anyway.

both leon and ashley got infected with a special las plagas, similar to the one krauser, salazar and saddler are infected with, they retain all their abilities and ar enhanced by las plagas, they cant let them go until they are sure they can control them, as to why they still try to kill leon, well the main target was always ashley, they realized leon could be useful but proves too much of a problem just to wait for him to finish the process of infection

They're trying to kill Leon. Ashley they want to kindnap again, if possible.
maybe it was some limited range plaga wifi connection or smth.
They put the information in there somewhere that they still need to do some stuff to her in order to have her fully capable, controllable and undetectable. (Something about the black water consumed during the maturing of the parasite helping keep more elaborate intelligence funtional, I think?) This is why they keep abducting and doing those rituals to her. Leon would've taken her back before she was ready.

Also, the fact they need to resort to such undercover operations and also the whole historical background of the region with Las Plagas indicate they aren't all that powerful when they don't have the element of surprise. They want to stay hidden. If Leon goes back alive and not completely under contol, the army and whoever else would come to wipe them out.

I mean, this is mostly because it's a videogame, but still: one guy - infected, no less - with a gun and a toothpick lays waste to not only their complete force, but also to the various bosses and higher mutations or whatever, including their very leader as a giant super bug. They really don't want actual troopers showing up on their doorstep before they are ready.
I think what people here aren't talking about is Luis, or rather "The Leak". Krauser, and by proxy Saddler, know that an invasion is not only possible but, probable. And that it's likely not necessary to upscale because the plagas migration will occur before true military assault could be organized. None the less a leak of Ashley being kidnapped and Dr. Sera escaped from the basement. This leaves a huge blindspot for Los Illuminados, knowledge.

Saddler has no idea how much Dr. Sera knows and more importantly how much Leon now knows because of Dr. Sera. Saddler doesn't know if Leon could produce a cure to the virus outside of Dr. Sera's lab, and Saddler doesn't know if the US or somebody with the government can do was Saddler wants to do, take over the world with highly resilient plagas.

Because of this blindspot, Leon has to stay on the premises until he is fully taken over. And if he can't be taken over, killing him is the better option because he isn't the priority. This is also why Luis has to die because Luis could be talking to another Leon, ie Ada.
Because until the parasite takes over, it can still be removed.
Isn't it obvious? They were using Ashley as their little "play" thing. She was getting used up which is why Leon ignored her advances on him.
Hey here's another question, what was saddlers plan? Ashley has no influence in the administration to get things passed, and no credentials to convince people to get vaccinated against "The madness" like the village was. Congress would just laugh her off and go back to taking their bribes of insider trading and crypt- oh wait that's real life.

No seriously, the whole story is shaky at best, always was. Just enjoy it.

Yeah, it's crazy to think a president's daughter and future son-in-law could ever have any say in the president's administration, right? Nothing like that could ever happen in real life, right?

His plan was to get her to infect her father, who could in turn infect other US higher ups and even world leaders he came in to contact with.

His plan was to get her to infect her father, who could in turn infect other US higher ups and even world leaders he came in to contact with.
The question is: how would she do that? hold him down in the white house in front of staff and secret service snipers and FORCIBLY inject him?
