Bolt Action VS Stingray

Bolt action, but I think the stingray is very good too.

Edit: To explain a bit more. This is assuming pro difficulty.
Bolt action level 5 will one shot most enemies and plagas. With the exclusive, it's guaranteed to one shot. Stingray will often not one shot and require a couple of pistol shots (or 2 stingray shots).

Garradors will die in two hits with bolt action + exclusive. I find it highly unlikely you can take advantage of stingray's fast attack speed to kill garradors faster than bolt action.

You can kill Salazar in one gold egg stun with bolt action + exclusive AND stingray. But stingray requires like 3x the ammo usage.

I do not think stingray kills the dudes with rocket launcher in one hit.

Of course stingrays have perks too. Not as punishing when you miss, and don't need to unscope per shot. Being able to quickly one shot novis is pretty nice too. But then again, you can also just get the cqbr and it only takes 14k more pstas to fully upgrade.

Bolt action is best when it comes damage per shoot and being ammo efficient. But you can easily get everything done with which ever one you god with regardless.

I got a kink for bolt actions. Also it feels so different when you run into the village with a maxed-out bolt action with cat ears. Heads be Rollin.

Bolt Action. Take off scope and its a close to long range monster. This resolves the unscope/rescope issue, too, for faster dmg output. Use scope if its something further away you have issues aiming at. The dmg is simply absurd for simply rushing lv 5 dmg while it cares less about the other stats (though it benefits well from reload stat if you want to use in more frantic combat like the cabin siege). Plus, its able to go lv 5 dmg > exclusive very efficiently similarly to Riot Gun for insane performance. Further, its insane weakspot dmg means it can prevent most plaga from ever spawning due to such high overkill dmg (though not 100% on pro).

I used Stingray my first run but after analyzing and giving the Bolt Aciton more of a chance its really no contest. In fact, the Bolt Action simply overwhelms pretty much all weapons aside from bonus weapon unlocks. Its clearly overtuned. Still, Stingray is certainly very competent so its plenty viable even if not top tier.
