Edit: To explain a bit more. This is assuming pro difficulty.
Bolt action level 5 will one shot most enemies and plagas. With the exclusive, it's guaranteed to one shot. Stingray will often not one shot and require a couple of pistol shots (or 2 stingray shots).
Garradors will die in two hits with bolt action + exclusive. I find it highly unlikely you can take advantage of stingray's fast attack speed to kill garradors faster than bolt action.
You can kill Salazar in one gold egg stun with bolt action + exclusive AND stingray. But stingray requires like 3x the ammo usage.
I do not think stingray kills the dudes with rocket launcher in one hit.
Of course stingrays have perks too. Not as punishing when you miss, and don't need to unscope per shot. Being able to quickly one shot novis is pretty nice too. But then again, you can also just get the cqbr and it only takes 14k more pstas to fully upgrade.
I used Stingray my first run but after analyzing and giving the Bolt Aciton more of a chance its really no contest. In fact, the Bolt Action simply overwhelms pretty much all weapons aside from bonus weapon unlocks. Its clearly overtuned. Still, Stingray is certainly very competent so its plenty viable even if not top tier.
