edit still not working what am i doing wrong? its in the re4 root folder and its the one specific to re4.
still does nothing. maybe i should redownload in case i mixed them up
it should come up automatically, but could try hitting insert and seeing if it comes up

I tried both the root folder and the exe folder which i think is bin32.
This is:
\SteamLibrary\steamapps\common\Resident Evil 4
I have now extracted the files contained in the RE Framework zip file into this folder minus the name of the zip file folder that zip likes to create.
The folders contained in \SteamLibrary\steamapps\common\Resident Evil 4
are:
Bin32
BIO4
Bin32 has the executable for RE4.
That's as descriptive as I can get. I did not change the name of the RE4 folder. When I installed it from Steam, it created Resident Evil 4 and not RESIDENT EVIL 4 BIOHAZARD RE4.
My Resident Evil 4 folder now looks like this:
Bin32
BIO4
reframework
Delete_OpenVR_APP_DLL
dinput8.dll
openvr_api.dll
openxr_loader.dll
reframework_version
I press insert in game and nothing happens. I give up. You guys can argue it out with each other where these files go. I tried and failed.

I'm gonna try it out later.
Main reason I want it is because I want to see how quickly Chicago Sweeper kills things. You can't really tell because the enemies keep getting staggered but aren't necessarily dead. I want to see how the HP works exactly for enemies.

reframework folder <--- whole folder not just whats inside it placed in with game exe.
dinput8.dll <--- place in game folder with game exe.
dinput8.pdb <---- place in game folder with game exe.
whatever dll file your going to use for DLSS or FSR <--- not included in the main framework folder must be downloaded by other source (Dll being DLSS/FSR for upscale must be placed in game folder with exe) Only if you choose to use for up scaling
PDPerfPlugin.dll <--- not included in framework folder must be downloaded by other source and placed in game folder with EXE and not to be dropped in with folder that the DLL is already in meaning the direct DLL in that sub folder when you unzip it has to be in with the games exe (No clue why the DLL that is zipped and has been placed in a sub folder confusing me a little but just follow above about placing the DLL file in with the game exe in that sub folder) Only if you choose to use up scaling
then load fluffy and it should say there is one code injector, click on that, and click the switch to the left of the name. if done right, there will be a tick besides code injectors
You do that for any mods you want to install.
If you do use other mods, make sure you also download the required files and install them first, especially true if you want to use modded weapons, as that also needs AWF to work.
