Cannot use healing items

So im halfway through chapter 14 and ever since chapter 13 ive been stuck at 1 health and cannot heal. Its honestly just getting annoying if this is a forced section in the game. Tried looking it up and no one else has had this issue. This isnt a "just wait itll come back" moments is it?
