Report a translation problem
Lot of things have been cut, some stuff to be sold as DLC like Separate ways.
But yeah, in the OG at least he is Luis grandfather.
It's one of those - blink and you miss it - moments but the note is definitely in there somewhere.
Not necessarily smuggling; the note written by the Village Chief says that Luis' grandfather "used to hunt in this region," and that Luis is likely evading Los Illuminados by using the secret passages used by his grandfather.
It's also sadly one of those rather brilliant Easter Eggs/theories that got cut out of the Remake lore-wise, as we're told in this game that Luis' grandfather was burned in his house (the implication being that he had been infected by Las Plagas after failing to kill an infected wolf out in the wild).
In the OG he has those red eyes so he could be a zombie too I guess. In the new one they give him that purple anti-zombie lamp to explain why he doesn't get attacked.
It was kinda funny finding it in the OG because when he used to wander off (never explained in the OG) I just assumed he was going to get bullets from his grandfather LOL.
