Lowering it to low-med and using the upscaler (quality/balanced/perf all run roughly the same) I was locked to 60, with GPU performance to spare. Throughout the game I still had drops below 60, like the initial village assault where it'd drop to the lower 50s, due to the CPU/RAM not being good enough anymore. Overall though, I'd get a locked 60. The upscaler is kind of ugly if you pay attention to the image, especially in screenshots you take it's very obvious, but if you're not deliberately looking for it, it's okay.
4gb vram I felt to be the borderline between playable and unplayable. Frame drop at certain area, stutter but far less often probably due to it being rtx. If you want steady 60 frames everywhere, 6gb vram is the recommendation. 12gb for medium 2440p, 16gb for high 2440p, 20~24gb for ultra 4k.
