Still prefer the semi-auto because it costs less to upgrade the damage to full tho (all you need).
Weapons that are too good to be true are BAR and TMP. Riot Gun is pretty high tier, too.
It is the BAR (Bolt Action Rifle) that when it hits a critical point does up to 31.8 dmg allowing it to compete with Magnums while having extremely common ammo, penetrating enemies, and having great accuracy that you are thinking about.
Personally, the slowness of the bolt action made it a bit hard to use on my pro S+ run. I still like the ammo economy and everything. But I could definitely understand going with the semi-automatic rifle in speedruns.
Semi-Auto is still great so if you don't feel up to par using the BAR then I do think, as you suggest, the Semi-Auto Rifle will still be extremely competitive. Both are insane in the remake, just one is a bit more busted than the other.
