Which of the other two magnums is better is up to personal preference assuming both are fully upgraded. The Killer 7 can crit and has a laser sight. The Broken Butterfly does more damage per shot if the Killer 7 doesn't crit.
Personally I like the Broken Butterfly better. I found that it was able to break the weak points on the final boss in one shot where as the Killer 7 couldn't.
Broken Butterfly has meh accuracy but the actual truth is the range at which you are using it means you will almost always hit, even on weak points though almost every non-boss mob will die in 1-body shot from it anyways. Killer 7, the runner up, has pinpoint accuracy and can be a fun pistol with Cat Ears infinite ammo but tbh, again, you could just body shot everything to oblivion anyways without even having to aim and Killer 7's crit stat doesn't really pull it up to par even with Cat Ears much less without where magnum ammo is so rare a premium that every bullet counts. Besides, Cat Ears is better service with the assault rifle if not Handcannon anyways, tbh.
Handcannon, as Xaelon said, is awful. The dmg was absurdly nerfed for the fact it doesn't have to reload with its infinite passive.
Typically, due to the extreme Magnum ammo scarcity (even more than usual for an RE game) you simply will not get enough magnum bullets to make it worth it compared to the alternatives (more on that in a moment). It also isn't worth crafting for the insane resource and gunpowder costs when you could just better craft something with more total firepower after round efficiency is considered or grenades/flash bang. As for the alternatives, Magnums were nerfed in the RE4 remake basically (some directly such as BB and HC dmg) while some guns were ridiculously buffed such as the Bolt Action Rifle (considered widely the best gun when not using Cat Ears, note you can use it with no scope which is recommended for most of the game for easier use) and the Riot Gun shotgun both of which have dmg and dps not far from Broken Butterfly while getting far more plentiful ammo and better overall ammo efficiency.
Butterfly:
+ Cheap.
+ High damage.
- Slow reload.
- Slow to perform aim focus.
Killer7:
+ Lazer that always focus instantly for precision and critical chance.
+ Great speed in handling and reloading.
+ More capacity.
- Very expensive.
- Available only late in the game.
Hand Cannon:
+ Free on start, as a bonus weapon.
+ Infinite ammo when upgraded.
- Lowest damage.
- Takes up a lot of inventory space.
- Expensive to upgrade.
For me, when i do a run with a Magnum, i generally go for the butterfly, because it is the cheapest one and i don't like using bonus weapons.
Hate to say it but committing to magnum means you are looking at 500k+ budget to all max into exclusive, or spending your spinels like tossing into trashbin for exclusive ticket.
All that, for a gun that has bad ammo economy, never seen a use in regular encounter, useless against shield unit, sitting in inventory taking space for unknowing reason. You even felt regretted using magnum in the " Oh Shet" situation.

I tried a run dedicated resource S into crafting magnum ammo, the economy is still bad af. I could have loads of shotgun shells in another run, compare to 10 magnum ammo in reserve for magnum crafting run.
But really, it's personal preference. All 3 more or less do the same job in more or less the same fashion. Butterfly probably "best" since it's the cheapest to upgrade, and highest bang for your buck per shot on avg. If you wanna use a magnum, your best bet is whichever one you think looks coolest.
Only reason I said Bolt-Action Rifle is because the ammo efficiency is just a million times better than magnum, if you can hit headshots even 50% of the time.
Other than that, no.
Stingray does the job to stun the boss, and TMP/Maltida and knife for exposed boss.
If you want to cheat, then yes, just use the infinite handcannon or use cat ears, but the game becomes boring due to no more caring about resource management.
BB ends up being just fine despite its accuracy issue. Reason is because on normal mobs even a body shot = death. As for bosses such as Saddler you can simply get close and shoot the eye and since it will always stun it and takes 1 shot only per eye you are guaranteed safety during its stun animations while for Salazar 1 egg at start or enough Magnum rounds brings it down followed by point blank Magnum rounds on its eye so it is basically impossible to miss (or during normal play if no golden egg for some odd reason like achievement then keep in mind he will get close enough for it to be non issue anyways quite regularly).
It is an interesting point to consider but then in practice BB's accuracy woes turn out to be non-issue.
Still, I would simply recommend Bolt-Action Rifle over both if not using Cat Ears.
Like you can achieve the same thing with the Stingray or the TMP (with stock), but you will get some magnum ammo in the game, and the Killer7 has innate 7 rounds if you buy it. That's more than enough to skip the 1st and 2nd phases of Krauser (3rd phase just rawkett lawnchair him).
