If by "worse" you mean more demanding, then yes, way "worse".
Optimization-wise it's better than most games, but the fact that the game only fully uses one thread from the CPU lowers your frames significantly unless you have one of the best ones on the market. There are also people experiencing crashes with RT on, but I haven't experienced any.

better in every term from re 2 remake , visuals are outstanding as well as reflections water even without ray-tracing , only on potato pc you would not get the best experience

Compared to Release day of Resident Evil 2 Remake vs Resident Evil 4 Remake
then RE4 Remake runs way better.
